Commissioner's Message
Thank you for your interest in my campaign. I appreciate you visiting my web site.
I greatly enjoy serving the people of Davis County as Commissioner. Many issues cross my desk and I work with wonderful people. With your help, I look forward to serving another term.
The Commission will wrestle with several pressing issues in the next few years. With the county jail filled beyond capacity, voters will likely see a General Obligation Bond on this November's ballot. As Baby Boomers reach retirement age, seniors will soon outnumber schoolchildren. This will increase demand on the Aging Services Department.
Of course, we still need the Legacy Parkway. County government, through the Wasatch Front Regional Council, continues to work with UDOT to complete the supplemental information ordered by the federal courts. We expect to be driving on the highway in 2008.
Again, I enjoy working as your Commissioner and would like to continue in this office.

First Term Highlights
- ECONOMIC DEVELOPMENT—After nearly a decade in planning, the Davis Conference Center is now under construction. Commissioner Cragun played a key role in negotiations with the county's partners to make this long-held dream a reality.
- TRANSPORTATION—As a regional policy maker, Commissioner Cragun helped to forge the inter-local agreement among 42 communities that will promote Commuter Rail completion by 2007.
- GOOD GOVERNMENT—Under Commissioner Cragun's leadership, Davis County updated its decades-old Health Department Ordinance and appointed a new Board of Health.
- FINANCIAL POLICY—Commissioner Cragun joined his colleagues in obtaining MIG-1 and AA+ bond ratings for Davis County from Moody's Investor Services and Standard & Poors respectively.

138% Proposal
138% symbolizes that in December 2002, the government budget process worked exactly as designed. The proposed 2003 Davis County budget included a 138% increase to the portion of the property tax levied by the county. The public responded to that proposal in an open hearing. After listening to the people, the County Commission changed the final budget.
Making significant changes after public comment is almost unheard of in connection with local government budgets. In nearly every case, city councils and county commissions immediately adopt their proposed budgets following the legally required public hearing. However, the Davis County Commission actually listened to the people and made changes!
The original proposal addressed several issues including:
400-bed addition to the Davis County Jail
Staff for the jail addition
Capital purchases postponed from previous budget years
Depleted reserve funds
2003 revenues projected at $6 million below 2002 expense levels
After the public hearing, the County Commission:
Postponed the jail addition, which in turn postponed the need for new deputies
Eliminated capital purchases except computer upgrades
Identified several surplus properties for sale to restore reserve funds
Slashed $3 million from 2002 spending levels by 1) cutting open positions and 2) offering early retirement incentives
The final result was a notably smaller 24% increase to the county portion of the total property tax bill, which generated the $3 million additional revenue needed to balance the budget. The process worked as designed.
As your County Commissioner, Michael Cragun will continue to listen carefully, consider all options, and make wise decisions. The 2003 budget process demonstrates that you can depend on him to listen when the people speak.
